Blackjack card counting is simply a probability theory and cannot with any certainty tell you what cards are coming from the deck. All it can do is put the odds in your favor over the longer term. This doesn't beat 19 as most players assume that the dealer has a 10 in the hole. It is proven mathematically a player will lose less money by splitting the 9's than by electing to stand.
